    Abstract

    Participation in adult education varies significantly across states and regions of Europe! In some countries it is relatively low, in some countries static or dropping, and there is challenge in reaching a European average of 15% participation by 2020. Why? Evidence and literature suggests a wide disparity in policy making, programming, and implementation skills in the adult education sector across Europe. This report was prepared within the framework of the DIMA project to illustrate the extent to which EU adult education policies and strategies influence national policy-making in the adult education field. The report content is based on both national and European state-of-the-art reports from DIMA project partners: Cyprus, Ireland, Slovakia, Slovenia and EAEA, Brussels. The report starts with a historical overview of lifelong learning and adult education milestones in respective countries. The report compares and contrasts the priorities among DIMA partner countries and assesses impact of the European Agenda for Adult Learning in their development. The report describes policy dialogue, monitoring, and evaluation among stakeholders describing how DIMA project countries reach their respective participation benchmarks. The report provides an overview of quality assurance methods, or lack thereof, and the competences required for adult education professionals. The report closes with a sample of the many successful policy and practice examples described by DIMA project partners proving the importance of multi-stakeholder cooperation in national policy-making. Working through six (6) partners in five (5) countries over two (2) years the DIMA project is in line with the Erasmus+ horizontal priority of "… contributing to the development of a European Area of Skills and Qualifications" and with the specific priorities of enhancing and aligning European adult education policies, strategies and practices.
