    Abstract

    The article discusses the development of third stream activities in the missions and objectives of Irish higher education institutions (HEIs). Activities include incubation units, company formation, mentoring and technology transfer. Start-ups and spin-offs are the most cited form of technology transfer from HEIs. They provides a sound basis for measuring the direct impact of technology transfer activities. Mechanisms which facilitate and encourage technology transfer through company formation include having guidelines and policies and transparency in decision-making concerning commercialisation activity.
