Abstract
This policy review examines forestry in
the context of climate-goals-related land
interventions that reorganise the use
and, as the report aims to show, the
value and ownership of rural land in
Ireland. The key policies start with the
EU’s Land Use, Land-Use Change and
Forestry (LULUCF) framework, which, by
accounting for forests as carbon
removals towards member states’
binding climate targets, creates national
demand for forest carbon sinks and
reorganises rural land around its
measurable
climate
value.
That
quantified climate value is subsequently
translated into monetary investment
value, which, in Ireland, takes the form of
state subsidies through the Climate
Action Plan and Forestry Programme,
turning this accounting demand into
afforestation targets stimulated by
grants and premiums.
